The two-way switch that adds a 22uF cathode bypass cap in parallel to the existing 1.5uF bypass cap is installed and working as should. The only times that switching on the extra cap causes a "pop" is when the amp is initially turned on and the cap is activated and energized with the switch. Once the cap is energized, there will be no more popping with the use of the switch. If the amp is turned on with the cathode switch already in the ON position, then there will be no electrical pop because the cap is already energized.
Pin 8 to ON-ON switch to 22uF cap to ground:

Switch's toggle in down position is allowing only the 1.5uF cathode cap in the circuit. Toggle up activates the 22uF for a total of 23.5uF. Notice V1b's 3.32K cathode biasing resistor and 220K plate resistor while V1a has a 100K plate resistor... It's some sweet chemistry:
