Yes that certainly does! If I got radio channels, I would just write it off as a tumor benifit. Most stuff you need to pay extra for a radio.I can still remember trying to diagnose my Marshall JMP 50 watt Lead and picking up radio stations with my Les Paul plugged in here at my girlfriend's house. I'd say that qualifies.
If, in fact, your AC power has noisy transients and spikes, a power conditioner can be useful at smoothing and filtering those noise components.

However, these are only effective if the source of your noise truly is coming from noisy (also called "dirty") AC power. They will not stop other sorts of noise which occur after the AC outlet. If the noise is being generated by your pedal board, or if your guitar pickups are picking up interference through the air, those noises will still be passed on.
