He IS the harness, spotter and scaffold. Well, he is going to build a platform round the top of the chimney so he can do the re-pointing it needs.

And I'm not sure what a spotter would actually spot - low-flying planes, maybe?

Funny. I think it is a misnomer. I think spotters mostly hold the ladder steady. I viewed some fellas working on my gutters today through my security cameras. They did not use any harnesses, spotters or safety equipment, so there may be remnants of these fellas out there!
