Not always given a choice how the seller ships. Plus, many times it may ship via UPS from the seller and delivered to my address via USPS. UPS hands off. And with this type of scam.... not sure the delivery service would have made a difference.(Do NOT ship using USPS)

Yeah. That one doesn't work for me. Living in the far northern burbs of Chicago, everyone delivers here. UPS, FEDEX, USPS, DHL, Amazon, Famous Freddy's Delivery Service. Ok.... I made up that last one.I simply tell them that USPS does not deliver to my house, which is a true statement.
I almost exclusively use PayPal for online purchases. They have been good to me when I had a dispute.

In plain language, I was robbed.
I'm no lawyer, but my guess is that it amounts to wire or mail fraud on the part of the scammer.
After I'm done working through this with Pay Pal, I may go to law enforcement with this.
I worked in a parts dept for years. Shipping and receiving was part of the job. I tended to over engineer packing something to be shipped to a customer. It may still arrived damaged…. But it wasn’t going to by my fault.Good luck, not sure how many days it's been BUT in the past, USPS has told me things were delivered, and they were not....they'd show up a few days later. I once bought a guitar that came from Florida to NY (lived there then)....came in a gig bag with ZERO packing, no box, just a label stuck to the gig bag. I still can't believe USPS accepted it for delivery like that, and of course, the guitar arrived perfectly fine....but still....

I literally just received the email notification from Pay Pal less than five minutes ago.

In the end, the title of this thread is completely wrong. Again, my apologies to the USPS.
I believe the information provided by the USPS was crucial in making my case and was instrumental in the decision.
I've already sent an email to the USPS agent I worked with, thanking her for all of her help.
