That kinda looks like my Teacher i had in Grade 2. She used to have one of those pointer sticks with the rubber tip on the end of it . I got rapped a couple of times across the knuckles with it. You just brought back some fond memories..

You still need to find out why the cathode is reading 14 ohms to ground.
It should read 3 ohms.

After taking a good week away from this thing out of sheer frustration, i got inside of it today and changed the blown R30 resistor again and changed the wiring from the output valve fuse with new 18gauge 105c hook up wiring directly to pins 1-8. I still get 13ohms when reading it to ground.

Havent powered anything up or put the tubes in but yeah, nothing changed there

So, it can sit and rot in hell as far as im concerned or at least until i can get a trained tech on it ( which is looking like its gonna have to head to Kentucky at about $85-$100 per hr according to the site) because theres no others techs in WV. Cut my losses and burn it
