Why does my Strat sound flat on the G & B strings?

For future questions I'm including these thoughts:
The intonation of the bridge saddle is adjusted incorrectly.
The nut is cut wrong / slotted wrong, incorrect break angle of string, over nut slot.
The action is too high, the string bends when you push it down or the neck bow is too much.
