Robert, I ran into that with my current truck. I had borrowed it from a friend's dad to go meet a buddy who was going to tow my girlfriend's car home from Pennsylvania. On the way, I was sideswiped almost head on, by a teenage girl.
Once I met with insurance adjuster, she explained what would happen if the 1994 was deemed Totalled. Well, I am glad it was not since after this, my friend's dad got a settlement check and sold me the truck for $1. I did 0 repairs to it and have been driving it for 3 years since.
Oh and, if they totalled it and the "owner" wanted to fix it and still drive it, the adjuster said, it would get a salvage title, then need to be fixed up, Safety inspected ( pass likely a thousands of dollar repair process) in order to get or keep a valid registration. This was like having a bomb thrown at me upon hearing this. As you said, they are geared to force vehicle replacements on car owners.
