It could very well be winders. The interesting thing is FL Studio works perfectly.
 
I found this on the “Fret Board”
It is pretty much the same problem but it shows no Input output device.
I have never had so many problems with compatibility until I got the newer laptop. Microsoft is evil.

ASIO Helix
ASIO HX Stomp

Are you sure you installed the HX Stomp Drivers from Line6? They won't necessarily be the same as the HX FX drivers.

Go to Line 6 then select HX Stomp > Drivers > $Your_Operating_System

I don't think there is an ASIO Stomp driver explictly named, but its included in one of the other packages. “

Probably because it is more entrenched in your root system, and communicates the audio engine needs…or makes you reset them(or approve the reset-more likely). Reaper is pretty “low impact”, and only does what it’s told. If your Windoze system updates, and resets your system audio, it leaves it up to you to make those system changes necessary. Probably because it isn’t the DAWs place to make system changes.

I got it working. Not sure how I did it.
First I installed an older version of HX Edit, then I reset the Stomp . Opened Reaper and went to preferences, devices , set the Helix ASIO and it works. Set the inputs and outputs , it only shows 8 but after that all the urgitone drums work as well. The Stomp still has version 3.8 update on it.
