Not sure why "rock harder" and number of guitars in the band are qualifiers for "better".
I am truly a huge AC/DC fan, but The Who wins my vote in this matchup.

Another tough one. If I was to judge The Who against AC/DC based on the totality of their output, my vote would go to AC/DC without hesitation.
However, this is not altogether unlike the matchup with AC/DC versus the Rolling Stones.
Given the period in question - 1968 to 1980 - the math changes in my mind. True, AC/DC were gaining attention toward the end of the period, particularly 1979 and 1980. But, is that sufficient to eclipse The Who during the entirety of the period? For their part, The Who also introduced innovative efforts like Tommy, which is generally regarded as the first rock opera and even saw a film adaptation made of it. Also, Quadrophenia and Live at Leeds, were very popular albums.
No disrespect meant to the boys from down under, but I'm giving my vote to The Who, by a whisker. This is another matchup where I suspect I'll be on the losing side of things.
All, well almost all 70’s bands rocked hard in the 70’s.I think the Who rocked better in the 70s. It wasn’t until the 80s and Back in Black that AC/DC really broke out into mainstream popularity. After being turned onto the band and Brian Johnson that the fans went back to earlier releases and discovered Bon Scott.
Same here. For the timeframe, I had many more years of listening to the Who. AC/DC didn’t enter my listening until the late 70s.Voted for The Who in Round One and once again in Round Two.

Just kidding. I do like many AC/DC tunes, but not enough to tip the scale.Never was a huge fan of the Lederhosen wardrobe.
Hopefully you haven't yet as it is tied!This is hard for me. Again, AC/DC rather one-dimensional band. Mostly sophomoric content,
probably should have hung it up two decades ago. But, they were MY band in my teens.
The Who beats down AC/DC in variety, intelligence, maturity of the themes and the musicality,
but still managed to cultivate a bad-boy image that influenced so many others.
BUT, the cream (for me) of the AC/DC was in this time period.
This bracket sees three of my very favorite top three vintage bands early on to vote against
them hurts hard!
But, in light of me siding with a band that I think can challenge the best of the other half of this
bracket, I will join the ranks of AC/DC voters on this.
