So what is this tool used for?

I recently purchased some fret files and this thing came with one of the sets. I have no clue what it is used for....

I dunno man -- I fix proud frets with a hammer-- or a C clamp -- I dont use them "fancy" tools lol

To be able to rock across three frets, the different sized edges are used in different areas of the neck. The smallest edge is for up around frets 15 to twenty-x.
