Ray, If the electrician put 2 hot wires together on one screw on your breaker he did no wrong. I have done this but got it tight enough not to make a short. As long as there is not too big a breaker that allows too much current passing through wires that are not of enough gauge to handle the amps, it is a properly wired up system. Ideally the breaker should be enough amps to handle the load on the lines plus room for cushion, mated to the correct wire able to handle the amperage, and thus there should be a safe condition with minimal to no breaker tripping unless you overload the circuits.

I often make sure of this by doing the math. Let's say you have a lighting circuit in a kitchen and have 4 lights in the ceiling all totalling 3 amps per fixture. That is a total of 12 amps. If you then wire them with 12 or minimum 14 wire, to a 15 amp breaker you should be fine.

But let's say you have a circuit of 5 outlets in the same kitchen wired with a 20 amp breaker and 12 wire. Then put a toaster, microwave, can opener, refrigerator, in the outlets, and turn on the microwave, and dishwasher, disposal, and go to plug in an air compressor or Miter saw in to do a little work around the house,,,,,,,, You should expect the breaker to trip.
By the math,,,,,,, let's say the fridge takes 15 amps, Microwave 5, Dishwasher 10, can opener 3,, disposal 5, you can see we are already at 38 which exceeds the 20 amp breaker. Trip city

Thus a fridge gets it's own circuit, Dishwasher same, and then you can run a 20 amp circuit for appliances.

He put the two hot wires together in the wall. They were on separate breakers so that one was live even when removed from the panel
 
So anyway,

My faith in humanity took another hit today. It is now running on fumes. Blah!

I have been taking some time to really evaluate and observe my own mechanics when playing. It has been time well spent that I highly recommend. I have to relearn some things, but I am starting to understand why I was making some mistakes over and over again.

Looks like a new tax structure for the USA is coming. Personally, the old tax codes are confusing and the new ones being implemented are still confusing. The only person I will trust for the real lowdown is our CPA. I'll have to wait till about February and see how the new tax structure will effect us personally.

Yeah we have a CPA also, a nice Jewish man. Yes I can say that 'cause I too am Jewish.
