On these frets, the guitar doesn't "mute out" anywhere, so I do not think I will level them, only crown them....
 
Good Golly Miss Molly... That guitar needs some serious TLC! Does your Lead Player demonstrates a lack of common sense maintenance with other personal belongings?

Titanium saddles aren't necessary. A simple and good quality bridge and pack of clean rags should be enough!

Our lead player is a super high-energy guy. He yawns while playing complex Malmsteen passages, but taking card of his gear isnt high on his list.... :)

Honestly, this is fairly common in the guitars and equipment I get in for service. I've seen worse than this!!!!!
