Amp Mad is right, also what makes a difference is if you pick closer to the neck or the bridge.

Yeah,I played with where on the string to pick, kinda got that from playing guitar. But it is pretty pronounced on the bass.

Definitely is, where as guitar i'll play right up in the middle on the edge of the neck pickup, bass im almost right over the edge of the fretboard.

just changing the pick angle and it sounded like a totally different bass guitar. Is that normal for a bass?

Yep. Bass is an expressive instrument. Small physical changes certainly make distinct differences in tone output.
Pickup placement is huge...your new Peavey is set up kinda like a Jazz in that aspect...your model has the soap bar style pickups though. It was available with more traditional jazz style pickups though(there is a five string example in my studio right now).
