I have this smartphone it has video, but i use no data, phonecalls texting only. If i made a video would i be able to from the phone download into my PC, then send to TTR. Or do i need to have data to do this and then send to youtube or by some other means.

I'm not sure if your phone service will allow you to send email, but if you have text only, your video file may be too large to send in a text. Alternatively you might be able to plug your phone into your computer via USB and transfer the video this way.

Yes you can download it to your PC with a USB cable.

USB-C to USB.

Connect the cable to the Phone, and then the PC and you will see a new drive in this computer on the PC

Look up the file on the phone and just Copy and paste to the computer
 
Thanks for this information guys, I appreciate it! I see guys hereputting up videos from smart phones. So i know there has to be lots of info on this here.
