Probably. Its a forced retirement for him after all. He and Alex didn’t want to stop, it was all Neil not feeling as well behind the kit, and wanting to spend time with his new family.

Kind of yes. The whole band is on record about their feelings. He wanted to stop, Geddy and Alex didn't. They're not going on without him, so that's effectively the end of the band.
They don't seem to begrudge him anything, only wish him happiness. He did lose his entire family after all and is starting over with a new one, and they want the best for their friend.
 
Im guessing ----- JUST IMHO-- the other two may SAY they wanted to continue--- but come on the riggers of the level they toured and recorded at can not be sustained FOREVER ---

I am sure they are liking the "free" time I mean Geddy even wrote a 49lb tome on guitars! (really need to get that book)

Geddy has been doing the bulk of interviews it seems. In every one he claims he can't wait to start recording with Lerxst again, but seems they haven't written any new music yet and have both been doing a lot of guest appearances with other artists. Maybe that's enough for the them to keep the juices flowing? One thing seems certain: they won't record under the name Rush again.
