With inventiveness and determination you can.
Easy fix, replace the fingerboard.
Harder but possible options are available, I think the people involved didn't rate the guitar as high as suggested otherwise it would still be his go to instrument.

I would have just installed a custom Warmoth (or Musikraft) neck and ordered the scallop and been done with it...
