A plug is probably the best description of what he may be in need of.There are Dowels and there are plugs.
If I am not mistaken, one is in the across grain direction, the other is in the direction of the grain.
Just a suggestion from a woodworker:Yes, its needed to plug mis-drilled holes in a mahogany body.

A common hardwood dowl like poplar, set just below the guitar surface, with a mahogany veneer cap would be easier to source.
I can't imagine it would drastically affect the guitar's resonant tone, if at all.

Yes, and I may not fix it. I foolishly tried to do this during a period of very great stress and made a mistake. It was just a silly project anyways. I may just pull the tuners and scrap the project.

Now C'mon, don't scrap the project, wasn't the neck and body joinery work a high priority stellar type endeavor worthy of completing and making a primo playing guitar from your efforts?
I see.It's not here any longer to photo, but I did post quite a few pics of the mis-drilled tailpiece. The SG is currently at a music chum's shop where the pickups and wire harness are being used for another build.
The wire harness alone was a real work of art. I didn't take any photos of it, but it was really cool looking and all the wires were bent around a pencil and laid perfectly in alignment with the other ones.

I used long-shaft pots and a long LP style switch in this because I intentionally made the cavity deeper to avoid the short-shaft/90 degree switch mandates.
Those are not stock Gibson placement, but they are in the right spot.I see.
I suspected the holes were NOT the controls holes in the photo above. They looked normal to me.
