I did get a refund by just going through eBay’s claim process, online. I didn’t have to call...took 3-4 days.
What is the route to that? I tried the "did not receive item" option and it said I needed to contact seller first.
I just went through the Help and Contact tab, see how it goes.
I'm not going to stress much over the $19.

IIRC when it said that I needed to contact the seller, there was a link to do so. I used that link, and it created page to fill out a message to the seller. I submitted my message, and about three days later I received a message from eBay asking if it was resolved...I replied with a “no”, and asked for a refund again...a little while later they notified me that I had been refunded.
 
@jtcnj did you receive a message saying that there is an open case for you, with a case number?(through your eBay account messaging system)
