I have three pairs of those. They are the standard motorcycle pants in Germany (where I got them). The laces are for adjusting whether you have long johns or not under them for riding in crap weather. Back in the '90s, I used to go to Hell Night at Man Ray in Cambridge, which was a BDSM night, and would just wear my street (those pants, and more leather) clothes. The women loved it, and they were happy I was not an old guy in a harness wanting to get spanked. I was usually also the only person on a motorcycle.
