Let's Discuss Guitar Cable Outer Jacket Static:

This is something i notice regardless of the amp, guitarnpr cable used; a "static cling" sound when running your hand over the cable between guitar and amp.

What causes it and are there any cables with greater resistance to this anomaly???

Noise can be induced by the static build-up of electrons as a result of cables rubbing against each other or being dragged along carpets. The use of insulating material inside the cable shields can dissipate static noise, improve shield density, and further reduce noise inherent in normal handling.
 
Sounds wacky I know, but it could be your own static electricity jumping to the cables.
Grounding strap for around your ankle maybe? Only half kidding...

But tap the mic while holding your guitar before you sing into it when playing.
Our PA used to run off a 220V tap and I got knocked across the stage once.

Good point. But, this is something that happens with different amps, cables, guitars rigs, even other bandmates playing through the rig.
 
Wireless is the way to go!

I've had a lot of cell phone/Bluetooth interference in the small clubs where we play running wireless. We also had a lot of signal interference with our Behringer X-air Mixer because the bar's wireless seating chart and ordering system would prevent the mixer's virtual sliders from moving.

Hard-cabling the table to the Beheringer X-Air helped, but I could still get cell phone and two way Nextel traffic blaring out through my guitar amp.

Try this just for a test:

Buy some Static Guard spray from the laundry section of some store, like Walmart.

Spray that on a cotton towel or a paper towel. Wipe down the cable with it. Do the same to the plastic pick guard of your guitar.

Does that help?

After a little research, I'm noticing that the Mogami Gold cables are consistently rated the best. And regarding the static noise, Mogami's marketing states:
... and if you're the kind of player who moves around a lot, carbon impregnated PVC provides an anti static shield layer to prevent all handling noise.

Semi pricey though: 10' @ $68, 18' @ $80
