Was thinking about picking this cab up as a small portable option. I was looking at the Orange cab 20w(PPC108). But after thinking about it and knowing how I am, I'd probably not like it.

Two things.
1) Right now I'm on a cheap gear kick to set up at my Son's place to jam (then slowly upgrade ... maybe). I have a Joyo Zombie (rectifier clone) on the way and I know it's an 8 ohm head. The EVH is 16ohm, will that work?
2) This cab is 30w and the head is 20w. With the Ohm difference, will it be able to push enough to power the cab properly? I know I'll lose some dB, but how much?

I know the cab is going against the whole "cheap gear" thing, but on something like that I'd rather spend a little more and be able to expand later.

A 8 ohm head into a 16 ohm cabinet will basically cut wattage in half.
But wattage does not = loudness, it depends on speaker efficiency.
Like for example
1 watt into an EVM speaker can get you 102 db, which is pretty loud.
But speakers vary in efficiency. Another type speaker might be 3 db less loud which is half as loud.
So you can see the speaker is a big factor in loudness.

So compatibly I can connect them without issues such as damaging the head.
I guess that’s my main concern.
The loudness isn’t really too much of a factor since the head is mainly just to jam. I know the drop in db when it comes to wattage isn’t a 1:1. As long as I can get it loud enough to play with a drum kit. And I think I should be ok.
 
@Amp Mad Scientist is exactly right. The Joyo will absolutely work in the Peavey cab but the cab will be choked back because it cant get the full wattage delivered to it due to an impedance difference. As long as a bit of reduction in volume isn't an issue, go for it.

The thing to always beware of is impedance mismatches in the negative. In other words: never use an 8ohm head into a 4ohm cab or a 16ohm head into a 4 or 8ohm cab.

What you should also understand is that a 10-15 watt rig can be quite loud.
Plenty loud enough in a small room.
So don't fall into the trap of "watts = loudness."

You can also see the advantage of using more efficient speakers.
Cause most of the speakers out there are pretty inefficient....most factories are using really cheap weak speakers in combo amps, which are bare minimum.

I had a 15w spider for a long time. I know it was loud enough for playing in my living room.

The 20w Orange amp I was looking at was probably good enough, but I know at some point I’ll look at it and want to expand or want something that sounded better.
From all the reviews and video demos I have seen for that 20w. It sounded thin and boxy. Where as the EVH is still very portable and sounded better.

I would say that EVH III is a killer sounding amp.
