Guess what?

I'll be on standby.
I will not put tubes in this amp, or attempt to power it up until cleared by the man.

....though I grow antsy.....I won't do it.
OK
Now disconnect the power.
Set meter for ohms.
Connect the black probe to the chassis.
Connect the red probe to pin 1 of the output tube socket.
Measure all the output tube sockets pin 1.
Should read about 1 ohm on pin 1 of each socket. Check all the sockets.

Now repeat the same thing and measure pin 8 of each socket.
Should read 1 ohm again for each socket.

tell us what you are reading with the ohm meter? For all output sockets pin 1 and 8.

V1 pin 1: 1.2 ohms
V2 pin 1: 1.2
V3 pin 1: 1.2
V4 pin 1: 1.2

V1 pin 8:....

It's all 1.2 dude, all the way. Both pins 1 AND 8
OK now connect the ohm meter red probe to pin 3 of the far right output socket.
Connect the black probe to pin 3 of the far left output socket.
What is the ohm reading?

Now connect the red probe to the middle right output socket pin 3.
Connect the black probe to middle left output socket pin 3.
What is the ohm reading?

Hahaha!!!

Sorry AMS.....I'm only posting these things in jest....

I'm literally giddy about this progress and I'd never want you to think I'm pressuring you or anything....lol

Do you see the two X 220 K resistors that you hooked the 2 wires to?
You have to move those 2 wires to the other sides of the two X 220K resistors.
The 2 wires are hooked to the wrong sides of those 2 resistors.

Now don't freak out...easy...easy...
