Installed my new Cliff UK Jacks today. I'm getting 6.7 ohm in mono and 13.5 ohms in stereo.
Is it normal to have these lower than spec'd readings???

6.7 is normal for an 8 ohm speaker load.
13.5 is normal for a 16 ohm speaker load.
It's not inaccurate.
You are reading DC resistance.
Speakers are measured / rated by impedance not DC resistance.
And so, your reading is good.
A second test:
Plug in a speaker cable.
Touch the end of the speaker cable to a 9 V battery.
Do all the speakers move in/out the same direction at the same time?
This is a speaker phasing test.
Just to see if the phasing of the speakers is all correct.
