Didnt catch what you are plugging into it is rated for at the output, but that is the determining factor.
If you plug an 8Ω extension is (roughly since we are talking impedance) R1 * R2 / (R1 + R2) or 128/24 = 5.33 which is still closer to 8 than 4 in terms of what an 8Ω labeled speaker impedance meters out DC resistance wise.

Yes. That is a safe practice.
A speaker cable from an 8 Ohm output on an amp-to one of the jacks on your 16 Ohm Panama cab(it doesn’t matter which one)-another speaker cable in the other jack on the 16 Ohm Panama cab-to another 16 Ohm cab....and now the amp output transformer(if it’s a tube amp, it’s got one) sees the impedance load it was designed to see, and should operate in the way it was designed to.

I popped the back off the cab. The speakers test @ 5.5 ohms when measured from the connections, although I did not disconnect anything when I took the measurement. As mentioned earlier, it measure 11.3 ohms from the tip and sleeve of a cable plugged into a jack. It appears that these are wired in series, so that ohms wold be additive at 16 ohms (despite the 5.5 and 11.3 readings). Does all that sound correct?

That cab looks like it is made better than most of the ones that I have seen in the price range.
It looks to be all plywood at least...way better than MDF in my opinion. But I live next to a swamp...really bad things can happen to all kinds of wood here, but MDF is always the most susceptible to climate changes.

Panama makes a SOLID product for the $ --- LOVE my Conqueror amp head--- and my cabinet--- the build quality is great on both

Panama amps and cabs have a cool look to them...
Yes, but there is an inherent issue. The speakers are front loaded AND the grill is glued in. So is the baffle. Therefore, there is no way to swap speakers without destruction. So if busing a Panama cab, make sure you like the whole package and do not blow the speakers

I now have the Panama head attached @ 8 ohms. It sounds nice!
 
Or get one with the removeable front screen :)

I noticed that earlier and wondered briefly if the baffle was removable.
I had toyed with building a slant 2 x10 cab but the 12" closed back came together with what I had on hand.
My hatchet job home hatched project looked like some old dude cobbled them together in his garage with junk he had laying around.
Cause they are.
But they bring the goods.

Oooh...that’s a glaring downer about the screen not being removable. I’ve had a couple cabs with similar screens, but they screw on and off pretty easily. I guess that you’d better like the speakers that came with it, or else...you’re gonna hafta either rip it out of there carefully as you can, or try and pry the screw&glue baffle frame. That explains the cheap factor.

Well, less chance of rattle is good quality, but along with less chance of DIY mods.

Mine has 2 lops yuou just PULL and the screen pops off it has its own frame --- RVAs ---- does not

A glimpse, at the end of the video, shows that the screen is screwed in to the front frame from the back...so there’s no ripping it out from the front.
Removing the baffle is the only way...I hope they only used silicone to seal the frame. If they did, it won’t be too bad.
 
Removing eight screws, a hot razor, and some elbow grease ought to get it to come out.

The bottom left, or top right, corner in Ray’s pic would lead the way out through the back framework.

I would at this juncture like to mention the PANAMA speakers are very capable functional and well "toned" --- so perhaps this entire exercise is unnecessary????
