What is "Push Notifications?"

Tone Rooms would like your permission to enable push notifications.

I enabled it, but noticed nothing different.
Then every time I come back, it asks me again for permission.
Like it never happened.
What is it?
Another one of life's unsolved mysteries.
Does it work with Opera? Maybe it's the Browser I'm using.
I don't use Internet Explorer or Bing. Neither does NASA.
Maybe the ad blocker / or Kaspersky stops it from functioning? Donno.
